With the recent update you know get the warning a bounty on your head once you reach 1200 crime; working as intended! But, the message a player gets says for them to lower their crime below 2000; now I know what its suppose to mean but to a new player this will quickly become confusing.

Just to make you guys aware I think the message is hard coded.
